You have to rotate IMSI with not so random IMEI, IMEI has to match device modem/baseband’s radio signatures and has to be based on some algo.

IMEI collision is unlikely in a country / same carrier if the rotation is done right.

Even silent.link IMSI’s have e.164 identifier.
